That preparations against zombie attacks should be the responsibility of the military

Before I begin my argument, I must say that I hope PRO's forfeited round is due to a memory lapse, and not a zombie attack. If a zombie attack did prevent PRO from debating the first round, I welcome "zombie PRO" to take on the difficult task of arguing the affirmative on the proposition before us. 

Let me begin. 

The proposition, that preparations against zombie attacks should be the responsibility of the military, must be denied. To convince you, the reader, to vote against the proposition, I will simply present my view on the matter for this round. If PRO enters an argument on the next round, I will defend my views more comprehensively and vigorously, while poking holes in any argument put forth by PRO. 

My view on this proposition considers two scenarios.

Scenario 1: Zombies pose no imminent or serious potential threat. While I cannot point to any actual odds or likelihood of a zombie attack, I will place it in a category with any other fictional fear, e.g., vampires, werewolves, or unicorns. Unless PRO can make a serious case that zombies require special treatment, I will argue that the military must also be responsible for preparations of a unicorn uprising or vampire invasion. There is no reason for special "zombie" treatment concerning preparations by the military. 

Preparations for a zombie attack is the responsibility of any individual who deems it necessary for themselves. I believe that people should have the freedom to prepare, legally, for all types of zombie attacks. The responsibility for preparedness belongs to each individual. Let the military be responsible for imminent and serious potential threats with a higher likelihood of actually occurring. 

Scenario 2: If zombies do pose a potential threat to the non-zombie population, I argue that the Center for Disease Control and Prevention (CDC) should shoulder the responsibility for preparations against any zombie attack. Of all the different types of zombies represented in popular culture, they have general commonalities. Zombies either infect non-zombies causing zombie-ness, or zombies kill the non-zombie. Therefore, I believe, zombies are more akin to an infectious disease than to an enemy combatant. 

Is it the military's responsibility for the preparedness of an ebola outbreak? No. Let the CDC take the responsibility for preparations against a zombie attack. When the zombie attack comes, the military can defend us. And remember, reader, the proposition states "preparations," not protection against a zombie attack.

This is not my ideal method for debating, but, without an opening argument, I described my general views concerning the proposition. If PRO breaks the silence, I look forward to a fun exchange. In the meantime, I believe I made the minimum effort to win your vote against the proposition.
