Both forfeited without posting, so neither of them actually win. Unless maybe you are assuming burden of proof.
However, CON in a way wins because PRO would have lost if forfeiting meant losing the debate(since they forfeited first). So, maybe we should go by that rule in this situation.

The BOP is shared. The resolution is normative which can be concluded from the 'should' in the resolution.
