Migrants are defined like this: ` ` At the international level, there is no universally accepted definition of the term` migrant.` Migrants may remain in the home country or host country(settlers),move on to another country(transit migrants), or move back and forth between countries(circular migrants, such as seasonal workers) 1)
After the outbreak of Covid-19 pandemic, the number of migrants to Europe have greatly decreased.
However, some remain in Europe. For example, in Spain migrants work for long labor hours with low wages under poor labor
conditions. It is expected that they send some of their wages to their home countries in Africa or Eastern European countries. 2)

Many member countries have introduced the policy to restrict travel routes to migrants and to scale back programs to take in migrants. However, unfortunately smugglers play an important role in taking migrants into Europe by demanding too much money for people who want eagerly to enter into Europe.
To overcome this dire situation, European Parliament adopted a new proposal.
