This states the regulation of child placements especially on the race issues, the child is first tried to put into a family member cares, then into a community care, however usually what then occurs is the child is placed into what is available, there are 400,000 children still waiting to be placed, and should that child wait into a similar background or ethnicity, or into that child reaches an age were he is no longer in the system. Children would be placed whenever they are given a chance because the other options of putting the child into the same group was already tried.
So in conclusion my points state that yes they should try that option but it doesn't happen that way typically, and at that point they should not be placed into families with a similar backgrounds, instead they should be placed into a family that has the means and is willing to take the child in,

Lots of foster children come from broken homes and unsafe environments, usually where there is a great deal of poverty.
If we are to help these children improve their life chances surely it would be wise to place them with families from various backgrounds, with different cultural norms and values so that they can experience a different way of life.
Also, foster children are more likely to struggle within education and have low attainment so possibly placing them with families from different backgrounds would help break this cycle.
