Can't we have both?

Well... not really. I mean, the decision impacts what scope of power moderators should be allowed to have. You can't both give moderators power and not give them power.
For example, consider if I made a group for builders, and then a member who has blocked me joins, and then if I later change it to a private group. That stuffs up the whole system.

Oh. Can we have something where the mod choses whether he wants a private group or public when he starts a group? (And he can't change it later).

I'll look into that as a possibility. I must admit I still don't personally see the purpose of private groups, and to support 2 kinds of groups is double the work on my end, but I also don't want folks here missing out on features like this if they really want them.

It's just like, why have any privacy for the groups (you can't see posts within the group until you join) unless you can restrict access? And you could certainly have the option to make it public or private, I don't see why it is necessary to make it one or the other.

The rational was to encourage members to actually join groups. Thinking about it I kinda regret the decision, but it's easier to keep it open.
I'm definitely looking in to allowing private groups. Probably will more likely be by invitation only than by request, and won't be featured on the homepage. I think that would more closely suit what I understand people want to use them for.

Wonderful. And for the record, it's not so much that I picture the edeb8 commune group as being an "inner circle." It's just that I want it to be just a friendship thing between members where they can just talk, and I would only really want to restrict access to members that are blatantly immature who I don't think could handle more mature conversations. Btw have you looked into putting shout boxes in the groups?

It's not that easy with shoutboxes. I'd have to do that from scratch rather than just using an existing script because of the way it's set up. It's on my longer term plans.
Again - if it's trolling, it should be reported, and if it isn't, I think groups should be accepting of that. I mean, I'm told that I'm immature all the time because I advocate abolishing my country's military immediately.
