America was always more communist than Russia, which was more of a proletarian dictatorship masquerading under a communist banner, but they were never even close to being as communist (if at all) as the United States of America.
Original communism was a form of community based anarchism promoted by Marx. The second international had two factions of semi-authoritarian communists and totalitarian communists; which eventually became the third international led by Stalin, and the fourth international led by Trotsky.
There is absolutely 0% difference between modern government and the policies fourth international Trotskyists parties called for.

Especially trotskyism, which not only promotes power for the lower classes, but rejected ultra authoritarian governments.

Communism promotes a revolution from the lower classes, while Fascism promotes a revolution from the higher classes. Essentially that are incompatible.
